For nearly seventy years the Cuban communist regime has not simply been a dictatorship starving its own people ninety miles from our shores.
According to a major new report released by the U.S. Department of State, it has been running a sustained, deliberate campaign of subversion against the United States itself.
The report is titled Cuba: The Capital of 21st-Century Communism. It was released this week under Secretary of State Marco Rubio.
It’s not light reading. It is a detailed historical and intelligence assessment that lays out how Havana has used espionage, ideological recruitment, front groups, and support for radical movements to attack America from the inside.
Here is the core claim, stated plainly:
Since 1959, the Cuban regime has treated the destruction or degradation of the United States as a central objective.
It never possessed the military power to defeat us in open war. So it perfected a different method: long-term infiltration, intelligence operations, the training and sheltering of American radicals, and the patient construction of revolutionary networks designed to turn Americans against their own country and civilization.

Espionage and Infiltration.
Cuban intelligence (the DI, formerly DGI) has run some of the most successful and longest-running penetrations of the U.S. government in modern history.
High-profile cases include Ana Montes, the Defense Intelligence Agency’s top Cuba analyst who passed secrets for years, and Victor Manuel Rocha, a senior diplomat who operated as a Cuban agent across decades inside the State Department and National Security Council. The 1990s Wasp Network in Florida is another well-known example.
Cuban intelligence specialized in recruiting ideologically committed Americans rather than simple mercenaries, aiming them at long careers inside sensitive institutions.

Recruitment of American Radicals.
From the 1960s onward, Cuba actively cultivated and trained U.S. activists. The Venceremos Brigade brought thousands of Americans to the island for ideological and sometimes paramilitary training.
The report links Cuban support and inspiration to groups such as the Black Panthers and the Weather Underground. It also notes Cuba’s long practice of granting safe haven to American fugitives wanted for violent crimes, including Assata Shakur.

Front Groups and Domestic Influence.
The report identifies a web of organizations in the United States that it describes as front groups or fellow travelers of the Cuban regime.
These include the Cuban Institute of Friendship with the Peoples (ICAP), the National Network on Cuba, and various solidarity networks that coordinate travel, propaganda, and political pressure against U.S. policy.
It argues that these networks have helped shape radical currents on the American left for generations. More recently, the report points to Cuban-linked influence in movements such as the post-George Floyd protests and riots (noting the prominent role of Assata Shakur, a convicted cop-killer living in Cuba, whose writings and image have been heavily promoted by BLM activists), the rise and activities of Antifa-style groups, and pro-Palestinian campus activism that often blends anti-American and anti-Western messaging.
It also highlights “rapid response” plans issued by groups like the National Network on Cuba that call for coordinated agitation against U.S. military bases and ICE facilities.

Alliances with America’s Adversaries.
Even as its own economy collapsed, Cuba has continued to serve as a platform for Russia, China, and Iran.
The report highlights intelligence facilities and cooperation that allow hostile powers to operate close to the American homeland.
Secretary Rubio has been clear about why this document matters. For more than six decades the Cuban regime has been a primary external supporter of radical left ideology and third-worldism inside the United States.
The American people have a right to know the full history of that campaign.
This is not ancient history. The same regime that trained and sheltered earlier generations of radicals still operates the same intelligence services and still runs the same solidarity networks.
The only difference is that the country it is trying to undermine is now more divided and more vulnerable to ideological attack than it was in the Cold War.
The report does not claim Cuba single-handedly caused every domestic problem America faces. It does claim that Cuba has been a consistent, professional, and patient external actor working to deepen those problems and to radicalize Americans against their own system.
That’s what Rubio’s State Department put in the official record this week.
